親愛的朋友：

政府剛剛公布了○七及○八年政制改革的所謂「主流方案」，指方案獲大多數市民支持，沒有討價還價的餘地。你也是「大多數」之一嗎？

這是個一「有」八「無」的方案：既沒有落實普選的時間表，也沒有邁向普選的路徑圖；既沒有削減公司票，也沒有設定特首候選人提名上限，單一候選人大可盡取公開提名，排除競爭對手。方案並沒有降低特首候選人提名門檻：選委會雖由800人增至1,600人，但提名門檻也由100人相應倍增至200人。政府沒有解釋，五個新增區議會功能組別議席怎樣產生；也沒有澄清，會否規定候選人須在選委會不同界別取得200個提名，為提名門檻增設障礙。

然而，政府卻建議由特首委任的102名區議員，同樣有權投票選特首及互選立法會議員。新增的五個立法會議席，不論由400名民選區議員抑或全體529名區議員選出，始終是容易被操控的小圈子選舉。政府並沒有解釋，納入委任區議員、增加小圈子間選議席，為什麼是朝向普選邁出一步。

目前形勢非常危急，方案將於十二月提交立法會通過。希望你能夠立即行動，表達民主訴求。立法會為研究政府的方案，成立了一個小組委員會，並聽取社會各界的意見。你可以：

(1) 向小組委員會遞交書面意見 (電郵：ftsang@legco.gov.hk；傳真：2509 9055)；
(2) 致電小組委員會，要求出席聽證會作口頭陳述 (聽證會將於十一月十二及十九日（星期六）下午二時至六時舉行，查詢電話：2869 9253)；
(3) 出席各民間團體舉辦的爭取民主活動，尤其是十二月四日的大遊行（各活動詳情見以下網頁： www.rebuildhk.com，請踴躍留言及參與聯署）；
(4) 將這個電郵轉寄給朋友，並拜託朋友繼續轉發出去。

Dear Friends,

The government has released the No.5 Report with what it calls the “main stream package” for constitutional reform for 2007/2008. This is said to be non-negotiable and supported by the majority of the public. Is it acceptable to you too?

There are many “no”s and one “yes” in the package. There is no time table for implementing universal suffrage, no roadmap as to how we get there, no reduction of corporate votes, no ceiling for the number of nominations that a CE candidate may obtain so that one candidate can preclude opposition by going for as many open nominations as he can get, no change to the very high one-eighth threshold in that whilst the number of election committee has been doubled from 800 to 1,600, the number of nominations has also doubled from 100 to 200, no detail as to whether the threshold will be made even more difficult with the 200 nominations coming from specific sectors in the election committee, no detail as to the election method for the 5 new seats from the District Board. But yes, the 102 District Councillors appointed by the CE will also be given the power to elect the CE and to elect legislators. Any form of election as between 400 District Board Councillors or 529 Dist! rict Board Councillors is still a form of small circle election and can be easily manipulated. There is no explanation as to how the inclusion of appointed members or the increase of indirectly appointed seats in small circle elections can be in the direction or on the way to universal suffrage.

Time is running out. LegCo has to vote on the above package by December. You MUST make your views known. LegeCo has formed a committee to canvass views and to study the government’s proposal. Here are a list of suggestions of what you can do:
(a) Write a submission to the Subcommittee (e-mail: ftsang@legco.gov.hk; fax: 2509 9055).
(b) Make a request for an oral presentation at one of the sub-committee hearings (2:00 – 6:00 pm 12th and 19th November, both Saturdays), (tel: 2869 9253).
(c) Attend activities organized by various groups fighting for our cause, in particular the December 4th march (log on www.rebuildhk.com to check out details, leave messages and sign your name).
(d) Forward this message to your friends, and ask them to do the same.

After 20 years or so fighting for democracy, the people of Hong Kong are again at a crossroads. We strongly believe that, contrary to what Donald Tsang have said, our fate is in our own hands – if everyone of us speak up, loud and clear.
